چکیده

Based on fieldwork carried out over the last five years, this article presents the case for communities being permitted to make their own forest carbon inventories for the purposes of monitoring under national REDD+ programmes, following brief training. Modern technology, particularly PDAs (small, handheld computers), can provide the platform both for mapping and for storing data, and can easily be used by people with only a few years primary education, although a technical agency will be needed to back up such systems. There are many advantages to this approach: costs are much lower than when professionals do the work, while the data are equally accurate. ‘Ownership ́of the data may be important in legitimising communities ́claims to carbon credits in the forests they manage. abstract

Moving from Measuring, Reporting, Verification (MRV) of Forest Carbon to Community Mapping, Measuring, Monitoring (MMM): Perspectives from Mexico

There have been many calls for community participation in MRV (measuring, reporting, verification) for REDD+. This paper examines whether community involvement in MRV is a requirement, why it appears desirable to REDD+ agencies and external actors, and under what conditions communities might be interested in participating. It asks What's in it for communities? What might communities gain from s...

Completing the Picture: Importance of Considering Participatory Mapping for REDD+ Measurement, Reporting and Verification (MRV)

Remote sensing has been widely used for mapping land cover and is considered key to monitoring changes in forest areas in the REDD+ Measurement, Reporting and Verification (MRV) system. But Remote Sensing as a desk study cannot capture the whole picture; it also requires ground checking. Therefore, complementing remote sensing analysis using participatory mapping can help provide information fo...

Assessing the Claims of Participatory Measurement, Reporting and Verification (PMRV) in Achieving REDD+ Outcomes: A Systematic Review

Participation of local communities in the Measurement, Reporting and Verification (MRV) of forest changes has been promoted as a strategy that lowers the cost of MRV and increases their engagement with REDD+. This systematic review of literature assessed the claims of participatory MRV (PMRV) in achieving REDD+ outcomes. We identified 29 PMRV publications that consisted of 20 peer-reviewed and ...

Considering land tenure in REDD+ participatory measurement, reporting, and verification: A case study from Indonesia

Measurement, Reporting, and Verification (MRV) systems are thought to be essential for effective carbon accounting and joint REDD+ carbon, conservation, and social development goals. Community participation in MRV (PMRV) has been shown to be both cost effective and accurate, as well as a method to potentially advance stakeholder empowerment and perceptions of legitimacy. Recognizing land tenure...

Participating in REDD+ Measurement, Reporting, and Verification (PMRV): Opportunities for Local People?

Assessing forest changes is the baseline requirement for successful forest management. Measurement, Reporting, and Verification (MRV) are three essential components for achieving such assessments. Community participation in resource monitoring and management is increasingly seen as a scientifically efficient, cost-effective, and equitable way to employ such practices, particularly in the contex...
